Taraba state Rescue Watch, Governor Darius Dickson Ishaku is taking measures to reposition the state to make it more vibrant and self reliant in the face of the present economic downturn, with a view to give a boost to internally generated revenue in all the the 16 Local Government Areas of Taraba State.
It is in this regard that the Governor, held an interactive session yesterday at the Gymnasium Hall of Jolly Nyame Stadium Jalingo, with all the Special Advisers to the Governor, Senior Special Assistants SSAs, and Special Assistants to fathom out ways that would engaged them positively in reorganising revenue generation across the state, tagged Rescue Watch, The Grassroots Engagement Strategy of the Rescue Mission.
Governor Darius Ishaku said the interactive session became necessary due to current financial instability and the need to meet up with the basic necessities of life, in terms of provision of amenities such as clean water, good roads, schools and hospitals among others.
Outlining the broad agenda of the Rescue Mission, Darius Ishaku pointed out that special attention will be given to peace and security, provision of Infrastructure, robust Revenue Generation, Rural Transformation through the provision of Rural Infrastructure via rubost engagement with the rural populace for sustained development and economic empowerment, as well as clear-cut policies aimed at good service delivery and the promotion of feedback mechanism.
Explaining further, the Governor said the strategies for Rural Transformation and Community engagement is to engage the rural communities for the purpose of building ownership mentality among the people at the Grassroots, stressing that, the essence is to mobilise and sensitise the people on the importance of being actively involved in Government programmes and facilities thereby establishing direct link between the populace and the Government.
Unveiling the Rescue Watch Structural Organizational Chart, Darius Ishaku stated that he is the Leader of the Rescue Watch and he will be assisted by the Chief of Staff Government House.
The Special Advisers on Revenue Matters and that of Manifestor will regularly report to the Chief of Staff and the Chief of Staff will in turn intimate the Governor periodically on the level of progress made.
Darius Ishaku maintained that all Local Government Area including Yangtu Special Development Area will have motoring teams that will work closely with the Senior Special Assistants and Ward Contacts for adequate mobilization and sensitisation beginning from the ward level.
Accordingly, each monitoring team is made up of a Special Adviser, two Senior Special Assistants and two Special Assistants for each Local Government Area.
Similarly, the revenue monitoring teams shall independently monitor the operations of all State Revenue Generating Agencies operating in all the Local Government Areas, the monitoring teams are expected to visit their respective Local Government Areas and spend at least one week every month.
Also the Special Adviser on Revenue Matters will coordinate the activities of the monitoring teams and report back to the Chief of Staff Government House who is expected to prepare briefs for the Governor.
The Governor enumerated the responsibilities of the Grassroots Matters Teams of each Local Government to include interfacing with people at the Grassroots and the teams will comprised of a Special Adviser, two Senior Special Assistants and two Special Assistants and will be coordinated by the Special Adviser Manifestor Implementation who will be responsible in the collation and consolidation of monthly reports that will be submitted to the Chief of Staff Government House.
Governor Darius Ishaku mentioned that the Chief of Staff shall produce and submit to the Governor monthly briefs on the activities of the team, adding that, the Grassroots Matters Team will consistently carry out a periodic visits to monitor Government owned facilities such as schools, hospitals, roads and other ongoing projects for the purpose of effective service delivery as well as a genuine implementation by Government officials and contractors.
He posited that, they will among other things be saddled with the responsibilities of distributing farm implements, youth empowerment, organising monthly town hall meetings and being in close contact with the Ward Contact persons for effective feedback as well as serving as informats of the revenue teams on the issue of revenue generation within their jurisdiction.
In furtherance of their job, the Governor disclosed that, the ward contact team will operate at check points with the help of security agencies and they will be provided with ID cards and uniforms so that they can effectively perform their duties without hindrance and they are required to be in regular touch with their local government at the Grassroots and the revenue monitoring team.
Earlier in his speech, the Chief of staff Government House, Rebo Usman said the purpose of the interactive forum is to reposition the state for the best with the intention of reinvigorating on the campaign promises made by the Chief Rescuer so that it will be achievable and all encompassing that every Tarabans will be proud of the present dispensation.
Rebo Usman maintained that Darius Ishaku is a God sent and task all the Special Advisers, Senior Special Assistants and Special Assistants that would be involved in the Rescue Watch to work committedly for the success of the Rescue Mission in the state.
The Chief of Staff stated that for the first time the numbers of political appointees was jerked up to give every ward a say in the present dispensation and charged them to work as a team, adding that the present crop of appointees cannot afford to allow this present Government to fail.
He stressed that the Governor brought on board more people than the successive administrations because Taraba state is a civil service state and there is the dire need for the state to fine tune ways that it can stand on its own and stop overdepending on monthly Allocation from the Federation’s Account.
Rebo Usman averred that, he is optimistic that, with the calibre of people that have been drafted to be part of the Rescue Watch, saying the project will definitely succeed.
He added that it will strategically reposition the State and many States would want to copy from the collective unity, will and determination of people of Taraba state, that changed its fortunes and ushered in positive Transformation.
The Special Advisers, Senior Special Assistants and Special Assistants numbering over one hundred and seventy and other top Government functionaries made suggestions on areas bothering on how Revenue Generation could be improved as well as proper receipting and channeling of Revenue to reduce fraud thereby restoring confidence in government.
The event was witnessed by the speaker, Taraba State House of Assembly, Hon Abel Peter Diah, some members and some state security chiefs.
